Enroll pages into mananged versioning

What does this MR do and why?

Pages is enrolling in managed versioning and release-tools will take care of creating tags. From now on it's version file should contain only SHAs.

This merge request updates the pages version file from the 1.64.0 tag to its SHA, so it contains no changes.
