What does this MR do and why?

This makes it easier to test changes in pipeline-common by allowing pipelines to be run with a new value for PIPELINE_COMMON_REF.

PIPELINE_COMMON_REF is set to 1.12.0 in https://gitlab.com/gitlab-org/gitlab/-/settings/ci_cd
