Use audit event type definition YAML when present

What does this MR do and why?

  1. Uses the audit event type definition YAML file when it exists
  2. Updated set_runner_associated_projects and policy_project_updated audit event type definitions to match with the existing logic in the code. These events are being streamed as well as saved to the database currently.
