Fix create_service_spec to not order dependent

What does this MR do and why?

This MR updates spec/services/incident_management/link_alerts/create_service_spec.rb not to be order dependent which fails on PG11, and hopefully solve gitlab-org/quality/engineering-productivity/master-broken-incidents#386 (closed).
