WIP: Allow enabling feature flag per project
What does this MR do?
This MR tries to allow enabling feature flags per project as described in https://gitlab.com/gitlab-org/gitlab-ee/issues/10596.
This attempt is very naive (and obviously too naive) as it breaks other specs around feature flags.
I leave it as WIP for other folks to jump in and help.
