Remove jira_connect_oauth feature check in API

What does this MR do and why?

It removes the jira_connect_oauth feature check in the api/v4/integrations/jira_connect/subscriptions endpoint. We decided to keep the feature disabled but the subscriptions endpoint is needed to use the Jira connect proxy feature.
