Fix help link not being used in storage card

What does this MR do and why?

• It fixes the help link of the purchased storage card in storage usage page, the link was not being passed properly.
• It also update the link to point to more specific anchor within the same help page (usage quotas help page).

How to set up and validate locally

• Navigate to a namespace > left sidebar > usage quotas page
• Go to the storage tab
• Observe the help link in purchased storage card
