Rescue Octokit exception in GitHub PullRequestMergedByImporter importer

What does this MR do and why?

This MR updates PullRequestMergedByImporter#execute to not fail when Octokit::NotFound exception is raised.

It resolves Gitlab::GithubImport:ImportPullRequestMergedByWorker: Rescue the exception in execute method
