Update filter item tooltip placement
What does this MR do and why?
This MR updates the placement of the tooltip to the side (left side, and right if it runs out of space)

As no components are using this prop setting, there are no UI changes. But once a component does use it, it will look something like this:
How to set up and validate locally
This tooltip prop isn't being used by any filter components. To see the changes, you can apply this patch:
- Security & Compliance > Vulnerability report > Operational vulnerabilities tab
- Hovering over an item in the image filter will display the tooltip
