Don't show "No license. All rights reserved" when no license
What does this MR do and why?
Fixes #30997 (closed) by removing the check that adds "No license. All rights reserved" to a repository's page when no license is found.
I did a search for the above mentioned string in the entire repository. It only appears in the file I edited and in translation files, so this shouldn't break anything.
