Fix diff file tree sticky elements overlap
What does this MR do and why?
Right now sticky elements on the diff file tree can overlap other elements like site header and dropdowns. This MR fixes that.

How to set up and validate locally
- Open any MR with at least 10 files changed
- Switch to 'List view' file browser mode in the view preferences (
) - Scale browser's viewport width to 780 pixels
- Scroll file tree view or the page
