Fix merge request draft comments design
What does this MR do and why?
Recent MR has introduced some visual bugs to the draft notes on merge request. This MR fixes all of these visual bugs and inconsistencies.

How to set up and validate locally
- Open any MR
- Leave draft notes by clicking 'Start review' button on the Changes page
