DRAFT: Resolve "SPIKE: Snowplow E2E test implementation"

What does this MR do and why?

This MR aims to create an initial test setup for Snowplow micro. This spec will be used for its future test scenarios part of #363294 (closed). The spec currently tests the micro/all endpoint which returns the summary of events as a JSON object.
