Add global search issue templates

What does this MR do and why?

In this MR we are adding 3 issue templates for the groupglobal search :

• typebug
• typemaintenance
• typefeature

By this change I want to improve our team's workflow and to make issues more consistent. On top of that, it would allow us to speed up issue creation by using bookmarks and/or other tools that would open the correct template right away.
