Add a popover to uploads row in storage usage
What does this MR do and why?
It adds a warning icon linked with a popover to the uploads row within storage usage quota page (for both namespace and project), clarify that uploads are not counted in namespace storage quotas.

How to set up and validate locally
- Navigate to a namespace that contains projects
- From left sidebar navigate to Settings > Usage Quotas
- Go to Storage tab
- Expand a project and observe uploads row in the storage table
