Change copy of all report abuse links to Report abuse to administrator to make it consistent. This is done on:
- User's profile
- Issues
- Comments (on issues, merge requests & incidents)
- Merge requests
- Incidents
- Snippets

How to set up and validate locally
- Create an issue, merge request, snippet and incident as admin. Post a test comment on them also as an admin
- Log in as a different user. Navigate to the resources created above ^ and try to report the admin for abuse.
