Use the routing table by default for Ci::BuildMetadata

What does this MR do and why?

We've created the routing table in %15.6 via a post deploy migration(!101769 (merged)) and now we're ready to use it on the model by default. We had to wait one release for this to ensure no downtime upgrades for self-managed installations.
