Add toggle to epics roadmap to display labels on timeline items
What does this MR do and why?
Adds a toggle setting to Epics > Roadmap view to display labels on timeline items. This MR requires style changes included in !105044 (closed) in order for the timeline epics to properly scale and display labels.

How to set up and validate locally
- Populate project with some epics
- Navigate to project's Epics > Roadmap view
- Open settings menu and toggle Labels on
