Change async_merge_request_diff_creation actor to target_project

What does this MR do and why?

We've added async_merge_request_diff_creation via ttps://gitlab.com/gitlab-org/gitlab/-/merge_requests/100390 with user actor for initial testing purpose, but now we need to change that to project so that we can enable it per project.
