Improve logical order

What does this MR do?

Change order of params in location fingerprint to make it ordered from most to less important.

Note: There is no need to migrate data as we haven't stored anything yet. Parsing for that report type (DAST) was behind a feature flag that was disabled by default until we merged https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/10277/diffs#3e35f6354f4bdcabd70ab7a084535ff58c7ebdbc_68_68, which is part of 11.10 too.
