What does this MR do and why?

This MR moves the starboard_vulnerability endpoints feature_category from kubernetes_management to security_policy_management container_scanning.

Moves starboard_vulnerability feature_category

This was an oversight, as the starboard_vulnerability endpoints do not
belong to the kubernetes_management feature_category, since it's not
developed by the Configure group.
