Add documentation for package visibility feature
What does this MR do and why?
!104350 (merged) adds a new toggle on the Settings > General > Project visibility page.
The documentation about this feature was out-of-date as the functionality has changed.
This MR adds more up-to-date documentation. The idea is eventually we will add a link from the UI in the product to this documentation.
How to set up and validate locally
