Show how many commits behind an MR is when merge controls are visible

What does this MR do and why?

I added the ability to see how many commits behind an MR is before you click Merge in !98712 (merged).

However, there's another scenario where you "can merge" but it's a different button, which renders a whole different set of components.
This is referred to - confusingly - as shouldShowMergeControls. The screenshots in the above MR also show merge controls, but... not... the... same... merge controls.

This MR adds the commits behind count for other merger types, as intended in #368295 (closed).
