Limit Project.environments field call count

What does this MR do and why?

This MR adds the FieldCallCount limit to the Project.environments, which is already documented in https://docs.gitlab.com/ee/development/api_graphql_styleguide.html#limit-maximum-field-call-count.

EnvironmentsResolver can't use BatchLoader because it breaks the pagination.
