Draft: Resolve "Track when a Pipeline has more than 200 failed tests in Usage ping"

What does this MR do and why?

Ref: #267343

This MR should introduce monitoring for how often the trackable limit of 200 failures per pipeline is hit.

This feature should let PMs for the Test History feature know whether or not users are frequently hitting the 200 test failures limit.
