What does this MR do and why?

It places https://gitlab.com/gitlab-org/gitlab/-/blob/master/ee/spec/lib/ee/gitlab/usage_data_counters/hll_redis_counter_spec.rb#L108 into quarantine as per https://gitlab.com/gitlab-org/gitlab/-/blob/master/doc/development/testing_guide/flaky_tests.md#quarantined-tests to get ~"group::product intelligence" time to investigate for root cause
