What does this MR do and why?

Under Project :: Infra :: Google Cloud the service account list should link back to the Google Cloud Console's service account page.

How to set up and validate locally

  1. Check out branch
  2. Nav to Project :: Infra :: Google Cloud
  3. Create service account if none exist
  4. Verify that gcp-project-id is now a URL
