What does this MR do and why?

This is a revert MR for !103040 (comment 1168156167) which upgraded our version of GitLab UI. The MR changed a lot of styling and created noticeable differences within our Canary environment.

During an incident review (gitlab-com/gl-infra/production#8035 (closed)) we determined a revert was the best path forward.
