Add `@gl-quality/tooling-maintainers` to CODEOWNERS

What does this MR do and why?

Add @gl-quality/tooling-maintainers to CODEOWNERS.

Tooling maintainers should be able to merge tooling (pipeline) related changes.

We likely want to rename "tooling" because we no longer use tooling (archive). However that was split into maintenancepipelines and maintenanceworkflow, so it's not obvious what names we should rename it to.

For the time being, let's stick with it to make it functional, and rename them later. This is also related to gitlab-com/www-gitlab-com!114788 (merged) where I originally tried to call it pipeline then realized that we already have a thing called tooling.
