Jira DVCS event endpoint implementation

What does this MR do?

Closes #8659 (closed)

Adds needed event endpoint implementation for Jira DVCS soft sync (https://developer.github.com/v3/activity/events/types/#pullrequestevent).

Also adds a new endpoint /pulls/:id which is needed for new MRs in that process.
