What does this MR do and why?

This MR updates the tw:codeowners task to update the .gitlab/CODEOWNERS file directly instead of printing its output for manual copy-pasting

How to set up and validate locally

Run bin/rake tw:codeowners and verify that the .gitlab/CODEOWNERS file has updated (there are some outdated assignments again, there should definitely be some small updates)
