Shift and tidy PostgreSQL troubleshooting info
What does this MR do?
In !102873 (merged), I published a new piece of troubleshooting info rather than reformat a large chunk of the page into a standard ## Troubleshooting
+ H3-per-item format. This follow-up merge request moves the rest of the troubleshooting info on this page to the expected format.
It does not touch the rest of the page.
