Geo - Update wiki primary verification code to transition between states in the new table

What does this MR do and why?

Part of #367928 (closed), and related to the changes introduced in !100640 (merged) this MR update the Geo::RepositoryVerificationPrimaryService to use the Geo::VerificationStateDefinition methods to transition between states keeping the data in sync with what we have in the Geo self-service framework.
