What does this MR do and why?

Adds incident severity name and severity level when timeline event created from a severity change.

How to set up and validate locally

  1. Navigate to Monitor > Incidents from the left sidebar menu
  2. Create new or open an existing incident
  3. Change severity label from the sidebar on the right
  4. Reload the page
  5. Open "Timeline" tab
  6. The page should contain a new timeline event with the previously selected severity name and severity level
