chore: Update SAST Advanced tracking section with link to TC docs

What does this MR do and why?

Improve the Advanced vulnerability tracking section by cross-linking to the Tracking Calculator README which better outlines the approach in detail.

The TC project is internal-only and the README is not viewable without special permissions. This won't change as it's currently proprietary information but can be very helpful to team members to better understand the capability.
