Use spinner component for `gl_loading_icon` helper

What does this MR do and why?

This replaces the old custom code of our gl_loading_icon Rails helper with our new Pajamas::SpinnerComponent. Also it fixes a small bug I found in the component itself, where the inline option was implemented wrongly.
