Add available branch details
What does this MR do and why?
adds details to branch rules under Repository > Settings.
Allow force push and Requires Codeowners approval were added.
Status checks and approvals as well as default label are coming later

How to set up and validate locally
- Enable :branch-rules FF
- Make some of the branches protected (Repository > Settings > Branch Protection)
- Check Branch Rules under Repository > Settings
