What does this MR do and why?

Add gridstack to dependency decisions

- GridStack.js uses a nonstandard entry in the package.json license
  field which obscures its use of the MIT license. This adds an entry to
  the dependency file which identifies the MIT license usage. This
  unblocks the 15.5 release.
