Suggest asking in #quality_maintainer for faster turnaround on quarantine MRs

What does this MR do and why?

When we have quarantine/de-quarantine MRs in place, most people will ask in the quality channel for a maintainer to review and merge the change for fast turnaround.
Given that we have a dedicated channel for quality_maintainers - routing these type of messages here may avoid making extra noise in the main #quality channel which has a much broader audience.
