[Feature Flag] Clean up ajax_new_deploy_token

What does this MR do and why?

This merge request cleans up and removes the ajax_new_deploy_token feature flag. With the removal, creating new deploy tokens becomes AJAX-ified, and therefore no duplicates are created on a page reload.

Resolves #364296 (closed).
