Fixes an incorrectly colored border which acts as a separator in the primary navigation dropdown.

How to set up and validate locally
- Check out this branch in your local GDK
- Log in as a user with administrator privileges
- Visit any page on your local GDK where the primary navbar is visible
- Click the main menu (hamburger icon) toggle
- Observe that the separator between the primary links and the "Admin" section is sufficiently dark
