Define what a CI pipeline component is

This MR adds a definition of CI component.
In separate MRs I will submit:
- a proposal for how a project/repository could host multiple components.
- syntax about component definition and usage.
Screenshots or screen recordings
Screenshots are required for UI changes, and strongly recommended for all other merge requests.
How to set up and validate locally
Numbered steps to set up and validate the change are strongly suggested.
