Support for highlighting text in content editor
What does this MR do and why?
Add support for highlighting text using mark tags in content editor. Also add a formatting toolbar icon and a shortcut to do it.

How to set up and validate locally
- Open a wiki page
- Select some text
- In the floating formatting toolbar, select "highlight" to toggle text higlight.
