Have workhorse handle file uploads for group wiki attachments

What does this MR do and why?
Similar to gitlab-workhorse!422 (merged) but on the group level.
Workhorse currently does not process uploads for group wiki attachments.
This change also allows the files names to use UTF-8 encoding instead of ASCII, allowing for files to be named in languages which don't use the latin alphabet.
