What does this MR do and why?

  • Introduces optional parameter access to JobArtifacts::CreateService
  • If access is passed to JobArtifacts::CreateService - store the access level explicitly when a new artifact is created.
  • Add to JobArtifactPolicy a rule for read_job_artifacts
