What does this MR do and why?

As part of #370011 we should work on centralizing our development docs into the new Sec Section Development docs.

I'm proposing a new sub-page called Sec Section Analyzer Development with the majority of the contents ported from this analyzers/common README

Current updates are pending gitlab-org/security-products/analyzers/common!164 (merged) by SME so this MR can be focused entirely on grammar and Technical Writing review
