Group File Templates not working for Merge Request templates
Summary
Adding a merge request template to a project that is configured for Group File templates does not work.
Steps to reproduce
- Create template project
- Create
merge_request_templates
folder as defined here - Add a template
.md
file - Commit changes
- Open the group's settings page, expand the
templates
section - Select the template project that you just created
edit to add: I also tried putting the merge_request_templates
folder within a .gitlab
folder with no luck
There are conflicting docs:
- https://gitlab.com/help/user/group/index.md#group-file-templates-premium says that it's "analogous to instance templates"
- https://gitlab.com/help/user/admin_area/settings/instance_template_repository.md#configuration shows that MR templates won't work at the group level

What is the current bug behavior?
When you create a new MR, the template dropdown does not exist.
What is the expected correct behavior?
The template dropdown should be visible to allow users to select the template they'd like to use.
