Option to disable offers of EE features on a functionally CE instance

Problem to solve
For historical reasons, I am running a GitLab EE instance with no options, so it is functionally a CE instance (which is what I want). I want to disable offers of EE features, because I will not be using them.

An example would be the text "Epic. This feature is locked. Upgrade plan." appearing next to a ticket.

Proposal
A configuration or database flag that disables/hides EE features when an EE instance is running with no options.
What does success look like, and how can we measure that?
When I log into my instance I never see "This feature is locked. Upgrade plan." messages.
