Filter by custom field in project issues list

In the project issues list, you can filter by custom fields, which in this iteration, are enumerated, i.e. https://gitlab.com/gitlab-org/gitlab-ee/issues/2504.

For example, if you have two custom fields, Platform, Capitalizable, then the filter bar will allow you to have:

Platform: Android Capitalizable: Yes.

The dropdown of the filter bar would also include these custom fields.
