Drop readme columns from catalog_bundled_resource_versions

Follow-up to #624275 (closed), which moved the readme into object storage and ignored these columns.

Drop readme and readme_html from catalog_bundled_resource_versions in a post-deployment migration. Both columns are empty and unwritten.

Leave the ignore_columns rule in place. It is removed separately in 19.6.
